The Third International Congress on Technical and Vocational Education and Training (TVET) was organized in Shanghai in 2012 by UNESCO .
A direct follow up to the congress is the report on “Level-setting and recognition of learning outcomes”, which informs the development of international guidelines on quality assurance for the recognition of qualifications based on learning outcomes.
Such guidelines will contribute to a better understanding of learning and to reinforcing the ways in which it can be valued and recognized.
The report is intended as a useful reference for qualification systems development and reforms at all levels as well as for the global debate on recognizing learning outcomes.
