On the initiative of UNESCO in 2012 The 3rd international conference "Technical Vocational Education and Training" was held in Shanghai, within the framework of which the organization developed a report entitled "Establishing standards based on the recognition of learning outcomes".
The report presents the process of creating levels of recognition of learning outcomes and qualifications characteristics based on the experience of countries in South and Latin America, Europe, Asia and Australia.
