Armenia is one of the unique countries which hadn’t got any vocational education and training system supporting service sponsored by the state up to 2008. Every country, especially the reforming one, must have vocational education and training /VET/ supporting structure. It became very important for Armenia, which chose the European road of integration in the educational field, so the quality assurance was the central issue. On the other hand, it was very important for increasing the efficiency of implementing reforms as well as for further development of VET system the productive involvement of all interested parties. Formed authority must assume and carry VET reforms under political guidance of RA MoES and all stakeholders. “The National Centre for Vocational Education and Training Development /NCVED/ of “The National Institute of Education” /NIE/ was found in 2008 as the methodical support and serving construction for preliminary (craftsmanship) and middle vocational education.
